Joint Powers Authority


In 1964, a Joint Powers Authority was established between Triunfo Sanitation District and Las Virgenes Municipal Water District to cooperatively treat wastewater in the Malibu Creek watershed. The Tapia Water Reclamation Facility began operating in 1965 and had an initial capacity of 0.5 million gallons per day. In 1972, the plant began to produce recycled water for landscape irrigation. As a result of population growth in the 1980s and 1990s, the JPA expanded Tapia’s treatment capacity to its current capacity of 16 million gallons per day.

The Joint Powers Authority Board, made up of the combined boards of both districts, meets on the first Monday of each month and alternates the meeting locations between the Oak Park Public Library and the Las Virgenes Municipal Water District. At the JPA meeting on October 1, 2018, the Las Virgenes MWD and Triunfo Sanitation District boards took the opportunity to commemorate the partnership we have shared as a JPA since 1964, and continuing forward as we embark on the Pure Water Project Las Virgenes - Triunfo, to ensure long-term water reliability for our region.
